Falcom Says Trails’ Ouroboros Wasn’t Originally Planned With a Full Roster, Explains the Group’s Longevity

Falcom president Toshihiro Kondo has discussed the origins of Ouroboros in The Legend of Heroes: Trails in the Sky SC, stating that the organization’s early members were not selected from a fully planned roster of villains.

When asked how Falcom decided which Ouroboros members would appear in SC and why those characters were introduced first, Kondo explained that the process was less predetermined than the series’ long-running narrative might suggest.

Falcom initially focused on creating four distinctive villains rather than choosing four characters from an already established lineup. While some future Ouroboros members had been conceived in advance, many were created as development on the series continued.

That approach continued as the series expanded, eventually turning Ouroboros into an organization with dozens of associated characters. Kondo noted that Falcom has spent so much time developing the group that its members have remained part of the series longer than the protagonists tied to any individual story arc.

This longevity has also made the developers attached to Ouroboros as characters rather than viewing them solely as antagonists. Kondo pointed to the organization’s unusual attitude toward its members as one of its defining characteristics.

Ouroboros gives its members considerable personal freedom. Members can choose to join or leave and can even decide whether to follow the organization’s orders.

Kondo believes that structure helps distinguish Ouroboros from other antagonistic groups in RPGs. He also noted how unusual its longevity has become, saying he could think of few comparable organizations in gaming that have appeared as frequently across a single series.
